2008 Performance Analysis
CARC provides pertinent, individualized, effective services to 1,500 children, adults and seniors with developmental disabilities and other special needs. CARC Programs conduct an Annual Performance Analysis which reviews program outcomes. Goals are set in the following areas: effectiveness, efficiency, consumer satisfaction and service access. The Annual Performance Analysis helps CARC in assuring the provision of highest possible quality of service in all areas of programming; survey results indicated clearly that all programmatic areas of the agency have been successful in that pursuit.
The Performance Analysis for 2008 demonstrated all agency programs performed well in attaining specific outcomes.
- Day and Employment Services enrolled 46 new participants. In its Performance Analysis, this division of CARC achieved a 99% positive consumer satisfaction rating—99% of all clients surveyed rated their experiences with staff and services as "great" or "good." Further in regard to "Effectiveness"—measured by the level of consumer participation in life-enhancing activities of choice, the Division attained a performance achievement rate of 100%. In the category of "Efficiency," measured by maintaining projected enrollment levels, the Division scored 93%.
- In Community Employment Services, 30 individuals secured community-based employment. 47% of the men and women in community-based jobs received an hourly pay rate that exceeded minimum wage. Of the consumers, 100% rated their experiences with staff and job placements as "great" or "good." 90% of all companies working with CARC's Community Employment Services rated their experience as "good" or better.
- In the Division of Day and Employment Services' Performance Analysis for "Organizational Employment Services," 92% of consumers rated their experience working with CARC staff as "great" or "good." 96% of our subcontracting customers expressed a high degree of satisfaction with our services; 98% of prime-product customers were equally impressed.
- CARC's Community Living Services provides a variety of residential living arrangements and supports to 224 men and women. 153 adults participate in our Community Housing Program. Of these individuals, 100% of consumers expressed a high degree of personal satisfaction in the extent of their opportunities for meaningful community. 80% of guardians, parents, family, friends and/or advocates rated CARC's Community Living Services as "excellent."
- The overall focus of Community Living Services' "Intermittent Program" is to successfully integrate consumers within the community by residing in their own homes, working in the community and engaging in social activities in the community. Presently 72 adults participate in the "Intermittent Program." This program received a 100% performance rating with participants and guardians, parents, and/or family members.
- CARC's Children's Foster Care Program provides safe, stable and nurturing foster care environment for a temporary period of time to youth with special needs and their siblings. Children reside with foster families until they return home to their biological parents or until permanent family placements are identified such as adoption or subsidized guardianship. In 2008, CARC supported 85 children, 11 birth families and 70 foster families.
- CARC's Respite Program currently supports 32 individuals ranging in age from eight to 40 years old. Performance analysis showed 100% Consumer Satisfaction in "Efficiency"--measured by the percentage of allocated Respite utilized; 92% in favorable consumer and family satisfaction ratings; 90% in "Service Access"—maximizing the percentage of families who request and receive additional hours of respite; and 89% in "Effectiveness"—measured by maximizing the percentage of enrolled clients utilizing all allotted services.
- CARC's Support and Outreach Services support 46 individuals by providing a wide array of supports designed to maximize independence and community integration. This program performed well in outcome attainment: 83% of all clients rated the individualized services they receive as "great" or good; 83% of parents, family members and/or guardians reported the same. The program scored a 74% in Efficiency, measured by the percent of direct service hours provided to registered clients; 72% in Effectiveness, as measured by the percent of consumers who achieved at least one of their individualized goals which demonstrates an ability to make meaningful choices; and 72% in Service Access.
